Where can I find the sleeve end that covers the inner cable by the steering wheel. Right now the cable is exposed and in danger of chafing the wiring behind the wheel.

Pics would help but I'm assuming you are speaking of the "tube" that the cable that exits the helm slides into, correct?

Seems it's called a "spent travel tube".
