Take the screws out and the covering boards will come off. Then just scrape the old wood off, and bond an new piece of marine plywood back on, put a layer of glass over it, drill holes for the rod holders/outriggers, seal the edges, and you are good to go!
Bed the covering boards in 5200 when you put them back on and it will reduce the squeaks when you sit or step on the covering boards...
