Dain plug with wire attatched

Clambake:
Hi I have 2000 explorer 215 that accepts an outboard. I removed the metal drain plug for the boat.Attatched to the plug are a two wires in sheathing. What might this be for,or did someone  silicone  this to the plug so they may have not lost the plug?If you may have an answer or idea please let me know.Thanks
