Fuel pickup tube

i have a problem with the engine surging its due to fuel pick up tube very difficult to get to a worrying about snapping it off. My idea is to cut a lathe hole in console floor to get better access to pickup I have a 2003 aquasport Osprey 22 foot center console  what can I use to cut floor tank is just below that’s my concern also

So it’s not the fuel pick up tube I got it out it’s about 31/2 feet long with a coil spring inside and a 2 inch screen the tube was clear I ran the boat again got on plane the engine started to surge so I kept pumping the primer bulb and surging stopped now I have my attention to the fuel pump perhaps it’s not strong enough to suck 3 feet of fuel pickup probably another 4 feet of fuel hose to water separator then two feet to engine the fuel hoses been replaced the anti siphon valve removed I’m really at a loss they make a stronger fuel pump for a 175 johnson hp 2002 the pump was replaced two months ago hello
