I am in the same situation and I think hand sanding with a light to medium grit is the best option, then spraypainting over it with matching color

Jimbo, maybe sanding is  the way to go... I may try the gasket scraper later since I am pretty sure it will not cut the fiberglass like a window scraper or razor might...  I am not worried about painting it because the new wood is going over it anyway.

Success was had! I used the gasket scraper and didnt gouge at it.  Nice and even pressure and it cleaned it pretty well.  Now to work the IPE and fit it.
