Looks like it might be the steering cable. Any other options before  buy?
Any suggestions for cable. ? Where to buy. Thanks in advance. Need to go fishing !!!

Might be where it goes through the tube of the motor - any grease fittings there? Can you pull it out of there - if so, you might find that it is working.  How about on the motor/tiller.  Probably has grease fittings there too.

I'm afraid you are going to find it's the motor and not the cable.  I have helped friends free up three different motors in the last year.  Old grease (or lack of grease) sets up like concrete in the motor tilt tube.  Cables are sealed and seldom freeze unless the jacket is cut.  Either way, you will find out when you take it apart because the same steps to free the motor are required to get the cable out.
