Explorer: Cuddy water in recess

I am not sure what to call this thread but from time to time I get water in this spot as I soak it up with rags I see a plug. Can I remove the plug and let it go into the bilge?



I have no leaks on the boat this water is only from splashing and rain.

I think I would leave a removable plug in that hole and drain into the bilge as necessary.

That was what I was thinking of ... but I am not sure what is behind the goop of glue ... does anyone have this on a 215 Explorer? Has anyone removed it before?

That hole is open in my buddies explorer. I forget if it drains into the bilge or if it has a pipe that runs past the fuel tank. Either way it should be open. I'm guessing a po filled it in.
