My suggestion:   Go ahead and buy two of the "ping-pong ball" style scupper valves, and put them on the port/starboard cockpit drains.  Put a drain plug in the center hole (from the inside).  You won't hardly ever need it to be open.   I keep my center hole plugged permanently and on calm, dry days I plug all three, even with the scupper valves.  Also when I launch.  I just like it to stay dry back there.

Someone on this site can tell you where to order them...I can't recall where I got mine, but it's a very simple install.

I have an 88 SPL, which is lighter than your engine.  But no matter what engine you have on the 17, your drains are going to be underwater most of the time and always when you're standing near the transom.  It's just not a big boat, so a 200 lb person is going to have a big effect.   It doesn't seem to hurt anything for the water to come in, but it's...well...wet.   And sort of unsightly/non-shipshape.   The scupper valves solve 90% of this problem.

By the way, there's a lot of ongoing brain-damage about the waterline vs. drain hole locations on these boats.  My personal "guess" is that Aquasport's original idea of this early self-bailing cockpit design was that the holes would still have plugs in them most of the time.  In other words, it IS a self-bailing cockpit, but not as self-bailing as newer designs...self-bailing on the trailer, when running the boat, in case of bad weather, etc.   And importantly, water couldn't go to the bilge.  (Don't anyone jump on me here...this ain't THT...and it's just one man's opinion.  But remember this was the mid-1970's and most small boats weren't self-bailing at all, so this was still a very forward-thinking design.)  Besides, even if the holes were 1" higher, my fat *ss would still put them underwater when I reach into my external bait boxes.

I installed the Flow Max ball scuppers on my boat.  I LOVE them. Since I have a bunch of weight on the back of my boat when the livewell is in use I would get a bunch of water in the back of my boat.  Since I installed these I never have more the samll amount of water the won't drain out.

http://www.westmarine.com/buy/products/10576-flow-max-ball-scupper.html

I picked the flow max brand cause they have a nice seal on them and the back of them twists off so you you can clean out leaves and such.

I think I bought mine at Cost Plus Marine on Madeira Beach

This is why I am raising my deck and scuppers! I really don't want to be standing in water when it's 40 degrees out when I'm stripper fishing.

I went stripper fishing once when I was in my 20's. A money clip full of ones and fives with a hundred on the outside for bait, down on Orange Blossom Trail in Orlando. Caught lots of bottom feeders and one keeper. She had one big scupper in the middle. I got scared and got my butt out of there! LOL

Actually, the 90HP 2 stroke Yamaha is about 40lbs lighter than the SPL.  That Yamaha is a wonderful, low maintenance, damn near bulletproof little 3 cylinder engine.  Should be a great setup on your 17; probably wont have much if any water coming in even with open thru-hulls, unless your boat has gained water weight or...

This is true.  My fat *ss will put almost any self bailing boat's scuppers under the water, at least the one's I've been in.  My fat fourstroke has the scuppers underwater all the time, and since installing the ping-pong scuppers, water coming in is a non-issue.

Man you wouldn't believe those areas now. Oak Ridge, Pine Hills, OBT completely overun with murder, drugs, gangs, the worst of the worst; once beautiful neighborhoods to support McCoy AFB and surrounding contractors...gone

My 71/72 170 has the original plastic info plate mounted to the inside of the transom showing the max recommended hp to be 85. I have a rebuilt '80s vintage 115 Johnson on it and the scuppers are not only under water most of the time, but blocked by the engine bracket, so I can't use the one-way scuppers. Any ideas? Is that too much weight/power for that boat?

I would think a 115 weighs what a 85 does. You could always fill the drains and make new ones so that they work. If you don't leave the boat in the water for any extended amount of time I would not worry about it.
